✒️It was enacted on 19th May 1961 & came into force on 16th August 1961, to amend and consolidate the law relating to the legal practitioners and to provide for the constitution of Bar Councils and an All-India Bar.

✒️நீலம் சஞ்சீவ ரெட்டி அவர்கள், இந்தியாவின் ஆறாவது குடியரசு தலைவர் ஆவார், இவர் 1913ஆம் ஆண்டு மே 19ஆம் தேதி இந்தியாவின் ஆந்திரப் பிரதேச மாநிலத்தின் அனந்தபூர் என்ற மாவட்டதிலுள்ள இல்லூர் என்ற கிராமத்தில் பிறந்தார். 1929ல் அனந்தபூருக்கு வந்த மகாத்மா காந்தியின் வருகை இவருடைய வாழ்க்கையில் ஒரு பெரும் மாற்றத்தை ஏற்படுத்தியது. அதன்பிறகு அவருடைய கொள்கைகள் மீது ஈடுபாடு கொண்டார். இவர் ஆந்திரப் பிரதேச மாகாண காங்கிரஸ் கமிட்டி செயலாளராக நியமிக்கப்பட்டு, பத்து ஆண்டுகள் பொறுப்பில் இருந்தார். சென்னை காங்கிரஸ் கட்சி சட்டமன்ற உறுப்பினர், செயலாளர், இந்திய சட்டமன்ற உறுப்பினர் என பல பதவிகளை வகித்த இவர், 1951ல் தன்னுடைய பதவியை ராஜினாமா செய்துவிட்டு ஆந்திரப் பிரதேச காங்கிரஸ் கமிட்டி தலைவர் தேர்தலில் போட்டியிட்டு, வெற்றியும் பெற்றார். பிறகு, ராஜ்ய சபா உறுப்பினராகவும் தேர்ந்தெடுக்கப்பட்டார். இவர் ஆந்திரப் பிரதேச மாநிலத்தின் முதல் முதலமைச்சராக தேர்ந்தெடுக்கப்பட்டார். தன்னுடைய திறமையான மற்றும் நேர்மையான பணியாற்றலால் 1977ஆம் ஆண்டு இந்தியாவின் ஆறாவது குடியரசு தலைவராக (1977-82) தேர்ந்தெடுக்கப்பட்டார். தன்னுடைய இளம் வயதிலேயே தீவிர சுதந்திரப் பற்றுக்கொண்ட இவர் தன்னுடைய 83வது வயதில் (01-06-96) மறைந்தார்.
