The Courts are institutions where the aggrieved go to seek justice. With the establishment of Courts in India, a system evolved for the payment of fees for the adjudication of cases. The rates of stamp fees leviable in courts and offices established beyond the local jurisdiction of the ordinary original civil jurisdiction of the High Courts of Judicature at Fort William in Calcutta, Madras, and Bombay and in proceedings on the appellate jurisdiction of High Courts were governed by the Act XXVI of 1867. However, within a span of about two years, it was considered necessary to make a general reduction in the rates on the institution of civil suits and to rely on the principle of maximum fee which was obtained under the previous law. Also, in order to rectify the repressive effect and to avoid future confusion between stamp-revenue proper and the revenue derived, a comprehensive bill known as the Court Fees Bill was introduced in the Legislature. Now it is known as the Court Fees Act, 1870. The Court-fees Act, as its name signifies, is an Act primarily passed for the purpose of prescribing the fees which are to be paid in respect of documents to be used in courts. The Act has no preamble whereby its purpose can be ascertained, but there can be no manner of doubt that one of its main purposes is to levy fees for services to be rendered by the courts and public offices.

✒️ பிரபல புற்றுநோய் மருத்துவ நிபுணரும், முன்னாள் சென்னை அடையாறு புற்றுநோய் மருத்துவமனையின் தலைவருமான டாக்டர் வி.சாந்தா 1927ஆம் ஆண்டு மார்ச் 11ஆம் தேதி சென்னை மயிலாப்பூரில் பிறந்தார். இவர் தனது குருவாக டாக்டர் எஸ்.கிருஷ்ணமூர்த்தியை போற்றுகிறார். 12 படுக்கைகளுடன் மட்டுமே இயங்கிவந்த அடையாறு மருத்துவமனையை தனது குருவுடன் சேர்ந்து தரம்வாய்ந்த, புற்றுநோய் சிகிச்சை மையமாக மாற்றுவதில் பெரும் பங்காற்றினார். இவர் புற்றுநோய் தொடர்பாக தேசிய மற்றும் சர்வதேச இதழ்களில் ஏராளமான கட்டுரைகளை எழுதியுள்ளார். மக்சேசே விருது, பத்மஸ்ரீ, பத்ம பூஷண், பத்ம விபூஷண், நாயுடம்மா நினைவு விருது, ஒளவையார் விருது, அன்னை தெரசா விருது உட்பட ஏராளமான விருதுகளைப் பெற்றுள்ளார். உலக சுகாதார நிறுவனத்தின் ஆலோசனைக் குழுவில் இடம்பெற்றிருந்தார். நோயாளிகளுக்கு உதவுவதுடன் ஆயிரக்கணக்கான மருத்துவர்களுக்கு வழிகாட்டியாக செயலாற்றி வருகிறார். நோயாளிகளின் நம்பிக்கை நாயகி என்று போற்றப்பட்ட டாக்டர் வி.சாந்தா 2021 ஆம் ஆண்டு ஜனவரி 19 ஆம் தேதி மறைந்தார்.
