The All-India Services Act, 1951:

✒️It was enacted and enforced on 29th October 1951, to regulate the recruitment, and the conditions of service of persons appointed, to the All-India Services common to the Union and the States.

After independence the transfer of political power from Britain to India in 1947,the architect of administrative structure and staffing pattern Sardar Vallabhbhai Patel, decided to continue with the pre-1947 British India model of bureaucracy. Thus, in pursuance of clause (1) of Article 312 of the Constitution Parliament passed the All-India Service Act, 1951 which provided for the constitution of two services, the IAS and the IPS. The Act was further amended in 1963 to provide for the constitution of three more All-India Services. Of these, only the Indian Forest Service was constituted on 1stJuly, 1966.

Union Public Service Commission is the central government recruiting agency, on 1st October 1926 is the date when a Public Service Commission was first set up in India. Sir Ross Barker was the chairman of the commission and there were four other members in it.

The Public Service Commission on 1st April 1937 became the Federal Public Service Commission.

When on 26th January 1950, the Indian Constitution was inaugurated thus leading to the renaming of the Federal Public Service Commission as the Union Public Service Commission.

The officers of the All India Services (AIS) namely, Indian Administrative Service (IAS); Indian Forest Service (IFS) and Indian Police Service (IPS) are divided into state cadres.

During their probation, the All India Service Officers are allotted to their States and officers of the All India Services working with the Union Government are also posted on deputation for few years.

Almost two-thirds of the All India Services Officers who are allotted to the State Cadre is from outside the state and the remaining may be the original residents of the allocated state.

Once an officer is allocated to a State Cadre, he/she generally continues to work with that State Cadre during his/her whole service.

Candidates who are recruited are allocated to different cadres and on a need basis, may also be moved to Central Government jobs on deputation.

Vaali - Renowned Poet

கவிஞர் வாலி - Vaali (Tiruchirapalli Srinivasan Rangarajan) - Indian Poet :

✒️Famous poet, lyricist and great painter from Tamil Nadu, Kavignar Vaali was born on 29th October 1931 at Srirangam in Trichy district. His birth name is Tiruchirapalli Srinivasan Rangarajan. In 1958, he wrote his first song in the movie 'Azhagar Malai Kalvan'. In 1963, he wrote songs in the movie 'Karpagam' which marked a turning point for him. He has written more than fifteen books like 'Ramanuja Kaviyam', 'Pandavar Boomi', 'Krishna Vijayam'. Also, he has scripted more than fifteen movies like 'Kaliyuga Kannan', 'Karotti Kannan'...Apart from this, he has acted in four movies like 'Poikaal Kuthirai', 'Sathya', 'Parthale Paravasam' and 'Hey Ram'. In 2007, he was awarded the Padma Shri by the Government of India. In 1973, he won the National Award for the song 'Indhiya Nadu En Veedu' in the movie Bharatha Vilas. He passed away on 18th July, 2013 after writing more than fifteen thousand songs in the film industry for more than 50 years.

தமிழ்நாட்டை சேர்ந்த புகழ்பெற்ற கவிஞர், பாடலாசிரியர் மற்றும் சிறந்த ஓவியருமான கவிஞர் வாலி 1931ஆம் ஆண்டு அக்டோபர் 29ஆம் தேதி திருச்சி மாவட்டத்திலுள்ள ஸ்ரீரங்கம் என்ற இடத்தில் பிறந்தார். இவருடைய இயற்பெயர் டி.எஸ்.ரங்கராஜன் ஆகும்.

1958ஆம் ஆண்டு 'அழகர் மலைக் கள்வன்" என்ற திரைப்படத்தில் தன்னுடைய முதல் பாடலை எழுதினார். 1963ஆம் ஆண்டு 'கற்பகம்" என்ற திரைப்படத்தில் இவர் எழுதிய பாடல்கள் இவருக்கு திருப்புமுனையை ஏற்படுத்தியது.

ராமானுஜ காவியம், பாண்டவர் பூமி, கிருஷ்ண விஜயம் என பதினைந்து புத்தகங்களுக்கு மேல் எழுதியுள்ளார். மேலும் கலியுகக் கண்ணன், காரோட்டிக் கண்ணன், என சுமார் பதினைந்து திரைப்படங்களுக்கு மேல் திரைக்கதை வசனம் எழுதியுள்ளார்.

இதுமட்டுமல்லாமல் பொய்கால் குதிரை, சத்யா, பார்த்தாலே பரவசம், ஹே ராம் என நான்கு திரைப்படங்களில் நடித்துள்ளார். 2007ஆம் ஆண்டில் இவருக்கு இந்திய அரசின் பத்மஸ்ரீ விருது வழங்கப்பட்டது. 1973ஆம் ஆண்டு பாரத விலாஸ் திரைப்படத்தில் 'இந்திய நாடு என் வீடு" என்ற பாடலுக்காக தேசிய விருதை வென்றுள்ளார்.

திரையுலகில் 50 ஆண்டுகளுக்கும் மேலாக பதினைந்தாயிரத்துக்கும் மேற்பட்ட பாடல்களை எழுதிய இவர் 2013ஆம் ஆண்டு ஜுலை 18ந் தேதி மறைந்தார்.
